Hearing set for Riviera sewer line project 9.26
A public hearing is scheduled at 10 a.m. Oct. 12 to collect comment on a proposed sewer project that would connect the Riviera Mobile Court with Fayette’s municipal treatment system.
The mobile home court is located south of Fayette on St. Rt. 66.
The project calls for construction of a pump house and a 2,000-foot forced main that would connect with the Village of Fayette sewage lines.
The line would serve the 15 mobile homes at the park and possibly the house on the property, said Fulton County Sanitary Engineer Ziad Mussallam, and would not be available to any other users.
The Riviera Mobile Court is owned by Clemenson Investments, but the county would own the new line, Mussallam said, because federal grants through the Community Development Block Grant (CDBG) program are used only for public projects.
The Ohio EPA has ordered the owners to upgrade the existing treatment facility or join the village system.
Fayette village council members voted in October 2006 to accept a proposal for the connection, contingent upon approval by the Ohio EPA and availability with regard to capacity concerns at Fayette’s treatment plant. Furthermore, a financial agreement would have to be established with the property owners for sewer fees. A 15 percent surcharge above the fee paid by village residents was suggested.
The $100,000 CDBG grant would pay for construction of the sewer line and pump. The property owner paid for engineering, Mussallam said.
A survey of residents at the trailer court will be taken to determine if they meet the low-to-moderate income guidelines for CDBG funding.
If funding is approved, construction could begin immediately, Mussallam said, following a permit to install by the Ohio EPA. Funding isn’t guaranteed, he said, and the project will compete with other projects.
The hearing is scheduled in the Fulton County Commissioners Board Room at 152 S. Fulton St., Suite 270, Wauseon.
